What’s the Energy Intensive Industries (EIIs) scheme?

The EII exemption scheme was created to support large energy users by reducing the burden of non-commodity costs that fund low-carbon and renewable support schemes. By providing exemptions from charges such as CfD (Contracts for Difference), RO (Renewables Obligation), FiT (Feed-in Tariffs), and CM (Capacity Market), it helps eligible organisations lower energy bills and remain competitive while supporting the transition to a low-carbon economy.

        FAQs

To qualify for an EII certificate and access exemptions on non-commodity costs, your business generally needs to meet these key requirements:

        • Eligible sector: Your business must manufacture a product in the UK within a qualifying sector (defined by a 4-digit NACE code).
        • Electricity intensity: Your business must use electricity at a level that meets the 20% intensity test.
        • Financial data: You need at least one quarter of financial records.
        • Energy use evidence: Your application must include proof of the proportion of electricity used in manufacturing the product over a minimum three-month period.
        • For detailed information and guidance, please refer to the official government document: Energy Intensive Industries (EIIs) Guidance for applicants seeking a certificate for an exemption.
The EII exemption scheme provides up to 100% relief on four non-commodity costs – CfD (Contracts for Difference), RO (Renewables Obligation), FiT (Feed-in Tariffs), and CM (Capacity Market) – plus up to 60% off network charges through the Network Charging Compensation Scheme (NCCS).
Actual savings depend on your energy use and eligibility, but the scheme can significantly cut costs and improve cash flow.
No. EII relief reduces costs without compromising your decarbonisation strategy and can be used alongside other energy efficiency or low-carbon initiatives.
Yes. The government’s Industrial Strategy outlines new measures to further support EIIs:
        • Higher compensation from 2026: From April 2026, Network Charge Compensation (NCC) will increase from 60% to 90%, funded through a rise in the EII Support Levy.
        • New British Industrial Competitiveness Scheme (BICS): Launching in 2027, the BICS will extend support to a broader group of around 7,000 businesses across key sectors, including: Advanced manufacturing, clean energy, creative industries, defence, digital & technology, financial services, life sciences, and professional & business services.
Eligible businesses will receive exemptions from the costs of the Renewables Obligation, Feed-in Tariffs, and Capacity Market, with final details – such as exemption levels – confirmed after consultation later this year.
